velocity stem

hi there

I'm looking for a 100mm ish velocity stem with canti hanger that will fit a 1992 kona cindercone. the current quill has 25.4mm on it.

This is my first retro project so it's all a bit confusing.

Is that a 25.4mm quill stem to fit an 1 1/8" (28.6mm) outside diameter steerer ?
If so I have a black 130mm reach velocity stem from a 1992 with canti hanger.

I've got a black one that I bought off ebay for my kona hot(which I then sold) its 100mm as required just after what I paid £18.50 posted
