Jamis (Dragon!) and KHS made frames that fit the bill and shouldn't break the bank.

The early lugged TREK 900 series were True Temper, but the tubing was over sized (I had a 1991 970). I believe they ended with the 1994 model year and went to the smaller, non lugged frames starting in 1995 (of which I had a 950).
