Is it not one of the plastic sticker/sleeve things that sun used around 99/00? They were normally on the toptube, but it looks similar

very true
the frame was actually with 2000 stickers I did not like very much
so supressed the top tube sticker (quasi impossible to replicate the 1999 as they have got some sort of bubbles on it - so not very much scannable with spare set too)

but left the seat tube sticker of 2000 even if it is not the correct one. :?
On the 1999 version, this sticker is slightly different.

the 2000 frames have a very distinctive plate to join bottom bracket and "bases" and more seldon seen.
