I've used two methods that have worked successfully on stuck posts. The first was filing very slowly with a good quality pyramid profile file. More control than a hacksaw. I filed a few grooves most of the way through the old post then crushed the top section of the post and the sections of the post "peeled" off.
The second, more controlled method was to use an adjustable reamer and work it down gradually. I was doing this on one post when the post finally started turning of its own accord. This is a gentler method than hitting or trying to twist an old alloy frame.

Those are no good, I’ve tried those and it’s hard to keep tension because you have to keep that ring in position,

For the fragile frame scenario, and since this is hammered very deep down, I would turn the whole equation around.

Leave the AL post in, and ream the stuck post to fit a smaller diameter seat post. Dremel a new slot in it so it can clamp. Consider it like a very long bonded shim and move on.
 
I think using cold to your advantage is the way to go, but if you’ve got a drill press (a pretty big one) if I’ve got a big drill press if you want to go that way. But what you want to do is make a jig out of wood and drill the seatpost out manually if all other methods fail. How far away do you live, I live in Darlington so if you live nearby I could maybe help?
 
good Stilsons will grab the post for sure, less effective on alloy posts as its so soft but ive removed dozens of stuck posts with Stilsons

(Crimp the stilsons with your hand then lock it onto the seat post
