Stuck/fused pedals. What’s the solution?

Slightly tapered cranks are never going to be easy to grip, particularly as they're aluminium and you don't want to damage them. I think in that situation I would make some tapered wooden vice faces that match the crank taper. And the chain rings just get in the way, and are an injury risk, so I would've taken those off straight away.
 
This is the kind of problem I never give up on, which clearly shows some profound psychological defect on my part. I agree with Hookooekoo ... wooden vice faces and lots of welly in the form of lump hammer or very very long lever. If you want to get really elaborate I have in the past bolted an old frame to the bench, had the cranks arms parallel to each other (as opposed to opposed) and cranked both of them to the chainstays with v strong cargo straps (the ratchet kind) - that really gives you something to lever against. You can also use two big balks of timber and G cramps if you want something really mentally rigid - clamping both crank arms to the chainstays simultaneously. You’d be surprised at how much energy you can get into the system doing that. And certainly remove the knuckle-munching chainrings. If the 15mm faces have rounded off, file them to 14.2mm and get the widest spanner that you can hammered onto them. All the soaking and heating/cooling you have done must surely have had an effect. Now it’s about getting good purchase and good leverage.

OK. So Sugino made WI cranks are worth keeping. They are either VP or JP pedals I think and can be trashed with no remorse.

Bung it all in the furnace at Gas Mark 10 and report back when you've had a go with a spanner. The flats on the pedals are good.
 
I love this innovative idea. And there are potentially endless variations. For example, do it using a fully assembled bike, using webbing or paracord to bind the cranks to the chainstays. Then get a heavy assistant to sit on the saddle while you heave on a spanner or stud remover with a long extension bar. Best to do it on an old, heavy, gas pipe, steel frame you don't care about though.

I reckon there are now several forum members who would love to take this on as a free-the-cranks challenge. How about each volunteer gets a week to do it before they have to pass it on to the next challenger? It could be the making of a retrobike game show. Each evening the current challenger has to post pictures or video of their attempts to free the cranks, and no damage to the cranks is allowed.
