+1 and +1 on bolting the tool on.
Be amazed as to how much torque you can apply this way.
Lots of penetrating fluid though,and not just a spray and to task. Let it work in and spray it again a few times.

Theres an old trick of trying to tighten first before moving to untighten. Might break the bond and allow it to unscrew cleanly :?
 
If it still wont go heat is your friend. A heat gun or runnng it under a hot tap. If your careful a torch from a distance and some candle wax. Heat up the bb shell until its warm enough to melt the candle wax down into the bb threads. Dont cook off your paint, let the wax melt in, should come out without much work.

well the muni mula will ride again thanks to a combination of advices. many thanks to you guys it was much appreciated. a combination of half a can of plus gas and a 32mm spanner using an old front quick release to hold it all together finally got it shifted. 20 years of crap and corrosion now void. :)
