Picked up a Scott Comp Racing frame and a few odd parts.........

Does anyone know exactly what kind of finish this frame has? The finish looks almost chromed over the chromoly. It has tiny specks of corrosion all over. I tried a rust remover that, I think, is largely an acid, but it is having very little affect. Worked a small spot on the underside with fine steel wool and it lost some of its luster. The wheel polish I use on my aluminum frames seems to have little affect either.

Any suggestions?

If I remember well - Comp frames was chromed, then sticked decals (except size decal, and Tange decal), finished by clearcoat and sticked size decal and Tange decal
 
That seems about right. I went after an area on the underside of the downtube with some steel wool. At first it gets cloudy looking, but once the clearcoat is off the finish polishes very nicely. I noticed that all the worst corroded spots ended up being the brightest areas after going over with some polish .....

I suppose I should strip all the clearcoat if I want to really clean it up. Is there a better way that abrasives? Would a traditional stripper or thinner work without damaging the finish?
 
I used this stuff to remove the laquer from my ally Kona

spray on & leave for 20 mins then use scotchbrite or wire wool to clean off.
You may have to do it a couple of times but its much easier than just sanding.

Or you could get it soda blasted but you will then have to polish it to get a shiny finish.
