I'm afraid to say that I think you'll struggle to find anything decent with lock out, even remote lockout if you want to run canti brakes. And a threaded steerer.
If you aren't worried about period correctness (your options are going to be limited by this), convert your bike to ahead set and v brakes, this will open up.your options hugely and you should be able to find a short travel fork with the adjustability you want.
All canti brake forks I know of (brace with mount for the brakes) don't have lock out. The only forks I can think of that may have what you need are pace evo 3 (I could be wrong) with a canti brace rather than the normal one without the canti rocker mount. I'm not sure I'm even right with that option.
