Think I might have one of these at my sisters farm no bike attached to it just the hack

anyone know how they were attached to the bike

one of these can't take a lot of fabricating surely? I wouldn't fancy being stood on one of those things belting around a track personally.

i know that there was a company started making them again,i just cant remember what they were called,american i think.
