It seems I am running 380mm project 2' on a 98 Cindercone. It would seem they are 30mm too short as of 94 they needed to be 410mm. Now I also have a standard length velocity stem and a shorter one that is on there now. The handlebars are flatties. It doesn't feel right so will it be better with
1) A riser bar
2) The longer velocity stem
3) The right fork

Obviously 1&2 are cheaper
 
I'd say hold out for 3) since the other two won't correct the geometry so the steering will still be affected, but if it feels alright to you you could go with one of the other options. Plenty of P2s in that length about though, and selling the ones you have should reduce the overall cost.
 
You might get somebody willing to swap - I've got some P2 forks that are longer A->C than I'd really like, and would ideally prefer a shorter pair, so steerer length and dimensions, condition and things like that, may well get you somebody offering swapsies.
