shim in steering tube of Peugeot PA10 1975

Hello,
has anyone come this? I read on an old post that these were placed to reinforce the area. From the bottom it goes about half the steering fork tube.

Has anyone tried to remove this and had any luck?

The issue I'm having is that I cannot fit wedged stems into it, and the frame is already small which means it leaves a very long stem if I use a wedged one. I can manage to fit expander stems into it, but I'd really like to use a wedged one I have..(all these stems are 22mm).
