Parts scream 87. 'New' Deore mixing it up with the outgoing high flange hubs of 86 and the 600 road headset.

It is an '87 in the colour scheme that was only in one tiny pic in the catalogue and not listed as an option either.
My old '87 was originally painted this colour (paint was left on the steerer tube) and when I checked in the catalogue there was 1 tiny picture of it: http://www.rideandrepair.co.uk/Retrobik ... n_1987.pdf check out the shot of the handlebars.
When I restored mine I went for the Electric Blue colour as it was far nicer in my eyes.
Sadly, not fillet brazed, but very small brazing. Mine was this size and too big for me hence why I sold it on.
