Does that mean the bike will be a 1965 model?

if the saddle is original to the bike. Saddles can easily be swapped over.

The frame number is definitive, and the most knowledgable person will be along soon. Take your time.

One slight oddity, we usually see these Carltons with Raleigh bottom bracket and octagonal head set 26 TPI. Here we have the RH bracket cup with a flange, so not Raleigh. The 7 figure number automatically stamped on the bottom bracket makes me think of perhaps a large far eastern maker. The number on the fork end is more like a Sun in style.
After the demise of Worksop did Raleigh source frames from the far east?
