Repair to 653 frame (broken down tube)

Gutted as I managed to break the down tube on my late model Harry Quinn 653 this eve... has fractured full circumference right where the cable stops mount.

Imagine a new tube can be popped in by someone suitably skilled - suggestions please for that craftsman. And for the resulting re-finish - want to keep as original as poss
