Have you tried HMG paints? I just ordered a can of green & a can of cream cellulose for a certain young lady who fell off her '78 Majetique!
Paint cost £19 a can + £13.50 for delivery, but its hard these days to get a descent cellulose, its mamby pamby low VOC acrylics these days, one quick blast with a jet wash and its gone!

Just discovered a gem. Been chatting to a lady in Stonehouse Gloucs that will hand tint paint to match anything and is used to dealing with 'you geeky push bike lot' and small amounts etc. She needs the frame for a few days to get it right and charges about £20 for the service including paint plus jaffa cakes.

Dropping it in after work on Monday so I really do need to get in the shed to properly strip and clean the frame don't I?

The spokes are dull/grey beyond polishing (wire wool and gt85) but are sound so will stay.

They're almost certainly galvanized. If you're not careful you'll just end up taking the zinc off!
