I'm thinking of doing this, although may try in white with blue splatter.

Question - what is the best technique for the splatter? I'm thinking of powder coat, then use an enamel paint with thinners to create the splatter (using thin artists paintbrush to flick), then lacquer, add decals, and finish with more lacquer. Is that right?

Sounds about right, some people use barbecue skewers to get the splatter.
