Look like standard 12v Halogen downlighter bulb to me (wouldn't surprise me as the are very resiliant things) and it would be blown. Take it apart and check but a replacement will be less than a UK pound if they are.
+1 for looks blown although you can get them with frosted glass (a bit pointless on a bike light though). With reguards to replacement they are pretty cheap but i would go for a decent quality Osram IRC rather than the cheap ones you get from B&Q etc. You can get them at places like WF electrical for about £4 each. They will last longer and give a much better quality of light. Also remeber to get the tight beam angle ones as the standard lighting one tends to be a wide angle beam which is too wide for a cycle light.
If you can post pics of the pins that are on the arse end of lamp and also measure the diameter of the lamp, i have possibly got one in the cupboard i can send you as i use these at work for some accent lighting.
If it is a standard MR16 lamp you can get them in pretty much every beam angle going al the way up from around 9 degree spread to over 60. Also remember to check out the wattage of the one you are taking out as they can be anywhere from 12w to 75w.

13.6v rating probably wont make a bit of difference, it's DC voltage in the same ballpark. If they are the same size and have the same fittings I would try an elcheapo MR16 to see if it works, the MR16's we run in our racing lawnmower for the 12hr endurance race regularly see dynamo voltages of 14v and more and haven't blown yet.

some 34.85mm diameter, <5mm between the pins and I even conected to 9V= and it's not blown.. still - the manufacturer says 13,2V.... Anyone recetnize that JR-N code??
13.2 is the nominal voltage of the battery pack (11 x 1.2V cells). In real life it'll be putting out something around 12 most of the time -- bit higher on a fresh charge but not for long.
Edit: There is something special about the bulbs after all
