need help with Identifying this bike

can anyone help me identify what frame this is , I've looked at it and its hard to tell, its been painted horribly and has no badge or names etc... i can see that under the bad paint theres green pain it looks metallic , i think it may be a raleigh but I'm unsure, cranks have custom on them and theres a simplex derailleur but i don't know if they came on it new..

All I can say is that it is not a lot of money, never was or will be a racing bike.
It would need much sharper detail close up pictures to identify anything.
