Mystery steel frame bike identification XT730/732 components

Stumped upon this bike on local marketplace while traveling and I'm thinking on getting it. But I'm tormented by a mystery: what frame is it?? Maybe someone can give me a hint or even identify it.
Also: maybe someone could identify rim brand by a highly pixelated logo(attached)?
Sorry for the photo quality, this is all I have

-Round tubes that have oval ends. In my opinion, the tubes might resemble Columbus EL OS
-Chromed chainstays
-Tig welded + seatpost lug
-neat semicircular arch of the cantilever brake mount
-Memorable black paint scheme with spots/streaks. The stem is painted to match the frame's color scheme
-Xt730/732 groupset in black color

In any case bike looks like something high-quality and interesting to start a project with

The only person I remember using that sort of paint job on a mountain bike was Mark Nobilette out near Denver. Almost like droplets of paint allowed to hit the frame. Where’s the bike on offer?
 
Buy it - looks quality does that with all the features you mention. The winged logo looks like Nisi rims - I have only ever associated them with road rims though but they might well have done 26"-ers
 
Definitely Nisi decals on the rims. They did make 26" rims, including the Dart and New Dart, although all the ones I have seen have had newer decals, so these look like quite early Nisi 26" rims unless someone has put the decals on later.

Thank you! Do you happen to have any photos of Mark Nobilette frames from that time maybe? I’ve found very few online, but mostly from the second half of the '90s. The bike is in Serbia, so it’s unlikely that it was actually welded by Nobilette, but anything is possible. A friend of mine has found gems there. I’ll try to reach out to Mark and ask him about the paint scheme

Thank you! As I understand it, Nisi is a sub-brand of Gipiemme. If the rims are Italian, could the bike be as well? What do you think?
If they are the original wheels then it could be fairly likely to be an Italian bike - I haven't seen Nisi rims on many non-Italian bikes as standard.

I'm almost certain the wheels are original. They’re built on black XT 730/732 hubs, which match the groupset. Could you suggest which brands I should look into for potential matches?
