could that heatshrink stuff not be used to seal up your cables for winter?

it could i suppose, but I ride so fast the friction from the air might cause it to shrink.

4mm is pretty massive..., gear inner is 1.4mm and brake 1.7mm I believe, so 2mm should cover it neatly (I presume you're wanting to cover the exposed sections?). Local modelling shop will have it, probably any hardware store too...
