Puff pastry mince pie? You must have a sickness of the mind.
It's perfectly simple; Minced dead animal = Puff pastry, Minced dried fruit and spices = Shortcrust.
I prefer not to eat dead animals myself but the general idea remains the same; puff pastry is for savoury dishes only, it just isn't right with anything sweet (no matter what anyone says.)
