A little mig is only a hundred quid second hand - it gives you superhuman powers.
Most shimano bbs will come out drive side.
If you take the lh crank off, remove the lh cup, then see if you can get a punch or similar (maybe 2 flat head screwdrivers and a tommybar) onto the extraction teeth on the drive side, you may be able to get the bb out with the rh crank still attached.
We've done this many times, due a variety of reasons, but often need an extra pair of hands.
...Then you can take it to someone who can get the bolt out with a press drill or mig welder or whatever.
