If you are talking about the ealier, all black push/push 7 spd models of shifter (ST-M092, I think) ... there are a couple of these units available right now on ebay.

The ratchet has failed in the left one, if you have any idea how to fix it would gladly listen?
 
If you google 'repairing' these units, the general consensus is do NOT try dismantling them or rebuilding them ... but what usually happens is that the original factory grease hardens over time, disallowing the pawls to engage with the tiny cog teeth inside the machanism, and often if you flush the thing out well with a good long baslt of WD40, let it sit for a bit, adn then re-lube it with a good quality light-duty spray-lube ... more often than not they can be resurrected back into a perfect working order like that.

I can dismantle and rebuild these quite quickly, they are not so bad.

Give it a clean up first as mentioned above though

I will do as k-rod suggests, the shifter is just smooth in its action so hardened grease could well be the likely culprit. If this doesn't work then FluffyChicken may have a PM from me.
