If your interested there is a site where you can get modified MTB cranks in shorter lengths for kids: http://bikesmithdesign.com/Short_Cranks/isoflow.html Maybe run a 32t 22t double ring setup with chain guard on the outside. Also looks like he needs a shorter stem. Lucky lad!
