It's a size 17 - 14" from centre of bb to centre of top tube, 17" from bb to top of seat tube.

You are spot on about the measurements! 17 inches from centre of BB to top of seattube. If it is called a size 17 frame, why would Kona, in 1997, base frame size on top tube length, and call it a size 14 frame as per their catalogue? I'm so confused...

No, Kona call this a size 17.

The seller is saying that the top tube measures 21.5", which is roughly correct for a size 17 measured c-c along the tube (actually 550mm = 21.65").

The confusion arises from the pure coincidence that the seller's along the tube measurement happens to be the same as Kona's quoted figure for the size 14, which is measured on a horizontal basis.
