But I think its going to be something from around the early 1960s give or take

The pump is far older!

Judging by the date it will be a Raleigh built machine . They purchased BSA cycles in 1957
Wayfarer as you have suggested or a Star rider?
 
Clearly a Raleigh. 26 TPI, 5/16 inch rear ends. Octagonal headset. Its got a chrome plated brass fork crown cover that is faintly similar to one on an earlier real BSA. The Raleighs were probably better though.

Looks a bit like my Triumph Palm Beach. Probably exactly the same main frame, only the forks being changed depending on which 'brand' was being produced that day (or week).
