Is this salvageable?

This is the damage done to my Al Carter whilst removing a stuck seat post. Do you think it would be repairable or safe to ride with a long seat post?

In the 2nd picture what is the state of the tube? Is that just the paint or has the steel tube been stressed there?
 
I think you could dress the tube and clamp at the rear with a mandrel IE (gash seat post) inserted, then file the slot and stress relief cutout to tidy it up and stop the crack spreading. However the bulge in the front of the tube is suspect. Sadly mangled.

I tend to think it's definitely ruined but I've had it a long time and hate the idea of a new bike
