The stem's an old quill, the frame's a newer 1 1/8" threaded.
If you want to upgrade the fork, you could go with any newer 1 1/8" steerer fork with a change to a threadless headset and appropriate stem.

If you take the stem out, the aluminium shim bit should pull out of the steerer tube, leaving a 25.4 mm/ 1" bore to suit a larger diameter quill stem.
Just to make sure you could remove the top nut of the headset. The external diameter of the thread revealed should be 28.6mm/1 1/8" (not 25.4mm/1").
