How to attach old panniers

I hope the photos work! I think these may be front panniers - not sure... But I can't figure out how to attach them. I want to attach to my rear rack - see photo. There are no clips only one strap at bottom of each and the velcro'd together pair have two rings on each presumably for attaching at top. But if they are meant for the front perhaps this is unwise/dangerous? Does anyone have any ideas? Thanks, Steve

The straps at the bottom are for fastening to your carrier's vertical struts (the ones that connect to the frame near the rear wheel axle).

My guess is that at the top - the velcroed bit goes under the top of the rack, and you use the rings to lace together with (missing) strip of material.

I have a 1970s set of Karrimors and they use a rack that is specifically designed for them. Mine have a little loop of rubber and a hook at the bottom on each side that clips onto a loop on the rack.

Perhaps Karrimor like to make racks that match the bags ! This may explain why yours don't obviously fit a typical rack ?
 
I think those d rings should have a pair of toe straps or some webbing between them. I can vaguely remember that on a (very) old pair of panniers.......
