Strip some thin wire and wrap it tight around the steerer for a couple of inches. Secure it away from shim than tap race over it?

Just an idea. If it was me.

Funny, i just dealt with this yesterday evening... I used a set of needle nose vise grip pliers and a chisel, its all i hand on hand and managed to remove it will little damage. Lubrication of course as it begins to separate... Hard to describe in words the tech technique i used...

Penetrating oil, try and gently clamp the steerer in soft jaws in the vice against the shim, then try and drive on the crown race only.

It might give you enough of a start so that the race moves on the shim next time you tap it.

Re:

Remove the sticker from the steerer and you'll get it off. Then you can work on freeing the race from the shim. Socket or workbench wider than shim on the bottom of the race, then tap the shim out through the middle.

What he says. That shim is so thin and fragile. Any excessive prying/hammering will most likely destroy it...
