Vagner fork crowns seem to have been in use from the 60"s onwards so maybe this at least gives an earliest date of manufacture.
I have been trying look for head badges with holes that match those on the headtube (58 mm). So far I have found holdsworth, claud butler and viking to be the same. But then the frame number doesn't make sense.
