If you were going to turn the bars in that system, so they did not require an overlap, you could probably cheaply create some soft dividers to go between each bike, so reduce the risk of paint damage. I find the underlay that goes beneath laminate flooring useful for things like that.
If the system dyna-ti is describing is how I picture it, then that is what they have at the University of York. The top tier channel comes down as it comes forward so you can push the bike straight on - they are practical for providing instant access to the bikes, but probably not the most efficient use of space for your purpose (or cheap). I'll try to remember to take a photo when I am next there.
