Help with braze on down tube shifter bosses

Hi I'm trying to identify my braze on bosses for the down tube shifters on my Lomas bike.
It's 531 frame from around about 1970-74, I've dated it from the nervex lugs and campagnolo 1060 dropouts.
I am however having trouble finding levers to go on the braze on bosses. In the photo you'll see that the boss diameter is slightly bigger after the squared off bit. On other bosses the diameter remains the same, which means my campag levers don't slot on enough leaving a gap to the frame and no stop plate for the levers. The thread for the lever is the same though.
Any ideas anyone?

lever bosses

They are the normal lever bosses you just need to take the small washer off and then the big one will come off
 
There isn't a square bit either to fit the Campag backplate on. Unusual. Perhaps they are designed for Shimano or Suntour?
 
Is there something square luking next to the frame under another painted washer??

It's just that there should be something square to stop the backplate rotating.......

That painted washer is brazed on. There is a square bit next to the frame but only just raised from the frame, not enough to stop rotation.
