Help on making a race number plate

I'm putting up together a bike that raced the TDF in 1986 and would like to make the race plate number . Should be something like the image, with Le coq Sportive logo in blue.... (pic is Lemond's bike, mine is not that one

Has anyone a bettter / nicer print out or picture that I could get the measurements from to reproduce it ? Thanks!
