Help me build world lightest MTB

Hello guys, as many of you may know I built the World Lightest Klein MC1 at 6.6 KG last year, despite I sold the frame to my friend John Williams.

Now over my head Im thinking in to build world lightest MTB, and as you may know I like the classic, so I wish to be able to do it in 26" - 26er - 26 inch

I am aware of world lightest record for MTB (29er) from a guy who said 4.5Kg althougt in his videos shown 4.8-4.9Kg

This is only the first post, and before to see if I need to made my own frameset ( so CAD design and manufacture prototyping of fiber carbon will be needed so a lot of money), now that I dont have too much money question is:

Are there any frameset in fiber carbon supporting 26" wheels, and preferably for cantillevers or v brakes ? (sub 1.0 Kg)
Are there any fork rigid in fiber carbon for 26" for cantilevers or v brakes (I only know DT Swiss 455 26 at about 600 gr
Target is 1.5 Kg frame + fork
 
Who adjuticates these world records?

I can understand wanting to build a light bike but how can you ever know it's the lightest?
To be world lghtest, for me,a must is to prove with a video that the bike weight any grams, provided there's no other one with a lighter setup documented and shown on a video.
Of course more expensive solution is to go to Guiness record, but then you ust wait many many time or pay a fee for express

you are going to have to go some seeing as the mondraker podium in 29er is 775g for the frame in a medium
 
As an add on to the concept of extremely light bicycle builds, I think that to claim the record, the bike should be required to complete one lap on an agreed upon course without anything breaking. All potential record holders would ride the same course. Or do most people think that being rideable isn't a factor for this particular record?
 
YA, but moonraker or better the Specialized, are 29", so 27 or 29 wheels, discs, etc ... I said Im trying to go 26" route, cantillevers/V's
