Help guess the make of my frame please

So I have this which seems well made. Parts were around 2003 as a rough guide.
Anyone know what it might be please?

The rack mounts and double bottle cages suggest it isn't a 'jump bike' frame. The unusual downtube gusset and interesting dropouts must be a clue to someone?

The downtube is formed. It's not a welded gusset which I guess makes it even more distinctive

My old pinarello fv1 was similar in design but not quite the same, so may be an early pinarello or some other Italian brand

It probably isn't one, but that overbuilt look reminds me of Nicolai. German brand.
