Hardtail frame 16/17 inch

A friend is looking at getting into biking so looking for a frame with:

23" top tube max,
V brake fitting & disc if poss I think.

That's a downgrade not an upgrade! Vee's lighter, easier to maintain and make you choose the right line and to keep off the brakes.
