GB stem with “feather cycle” head badge , its origin?

Have a “feather Cycle” head badge vintage believed to be in 50/60s.
GB Forged Hidumium Stem, Brev Campagnolo front and back dropouts.
Anyone can advise its origin ? Year of manufacturing?

That looks Italian to me, the frame number suggests a large manufacturer.
