F W Evans unusual road frame - who made it?

I have bought this FW Evans frame and it’s unlike any other frames of that maker I came across previously. Especially seat stay tops and lugging look different. It had the modern lettered EVANS on the top tube but came off. Anyone has an idea who could have made that frame? Thanks for your help. ? Appreciate your help.

Hi,

might be worth checking out some Roberts frames with shot-in seat stays, I've seen similar arrangements on their frames. Their serial numbers started with the year, month and then the number of the frame made within that month, if that makes sense?.

Thanks. The frame looks a little like a Roberts bike I used to have. Even the colour was like that
