Low effort ads should just be removed by mods as soon as they are seen. If a seller doesn't put up any carrots of info and/or can't follow the very simple forum rules then just show them the door and ask them to come back with more. If they don't then it is no loss.
99% of potential buyers are only going to avoid ads like these as it looks like someone you don't want to deal with, or a scam. This one stinks of phishing for email addresses/phone numbers. Language barriers are no excuse either as that is what free translation apps and copypasta are for. Even if they aren't 100% reliable it is still better than nowt.

I take a different point of view, if someone has an item that may be of interest to forum members they should be able to join and put up an item for sale. Not everyone in possession of bikes or parts is interested in them. If they decided to come on here and sell something not retrobike related then it would be weird. As for the language barrier i think we're all aware that translation services are not always accurate and whilst caution is right we shouldn't let paranoia rule our lives.
