It's a Graeme Tutin, as per the downtube sticker. Surfaced a couple of years ago on here if I recall.
There were some dents flagged up the last time it was up for sale but no mention here, may be worth checking out if anyone is interested.
It's also likely Max tubing as well by the looks of things

He sold the bulmoose bar/stem combo ages ago and still can't be bothered to take new pictures, I offered £200 about 2 years or so ago because it had the bars I thought of selling on to bring it to it's actual worth to me, it's just too pricey with the dings, plus a weird pinhole ding? on the drive side near the BB.
