I've always wondered how those weld-on stud dent puller doodads would perform on such dents on thin tubes (my P7 has one).
Something the local bodyshop could do....or an Ebay/ Amazon kit...with a bit of braze on top...?

You could 'fix' it cosmetically, but it will be forever structurally unsound, those molecules will never return to optimal position.
