Wow there is some amazing things going on here.
That single rear chainstay attatches between the wheel and the freewheel, that is something you never see. I assume that the metal bar/gear hanger is needed to reinforce the structure.......but then wouldnt the rear wheel be way out of line with the bike body??.....Maybe go back and have another look at that.

I own number 2 (of 6 built) Burrows ratcatcher recumbent (retro-ish as early '80's) that runs an identical system (monostay between cassette and wheel) and on that the extra arm is to mount the derailleur on (see windcheetah pic below for similar setup). Could be similar here.
On that the wheel is slightly offset - not a problem on a 7ft wheelbase, but I wouldn't have thought desirable on something like this.

Incidentally, the Lotus "superbike" from the 1992 Barcelona Olympics also had the same system, but with only a single sprocket.
