Claud Butler Frame Builders?

Any idear who H would have been at CB in late 40's, got hold of this frame off the Bay. I assume the dots and >< on the forks do not mean anything and the H is a builder initial.

I've seen the two dots above the first digit before, but only on forties machines (but not all of them) I wondered if a particular frame builder did it to distinguish it from a thirties machine....?
