Ah thanks for this info , that’s explains it bottoming out and lock upOP's stem is a 1E. Very similar to the 1A but the clamp bolt socket faces forwards. The splined part of the bolt assembly is supposed to fit at the rear of the clamp and retain a bracket for a forward facing reflector or a front light. If the bracket is discarded there's a tendency for the bolt to either bottom out and seize (like here) or crack the bottom of the clamp web.

I have this stem which is missing the expander and long bolt so would be willing to donate it’s bar clamp bolt. But on closer inspection the bolt is tabbed (and a bit rusty). It looks like you need a bolt with knurls and no tab? However, it’s an 80mm stem in ok condition otherwise so if that’s of any use you’d be welcome to the whole stem (minus the expander and long bolt).
