campag headset id required

hello chaps, can any one tell me what this head set is and year please.
it is english thread and the ball bearings are loose.
ive recently listed it in classifieds as a possible record c era/chorus
but the top cup has no holes in it ?could it be a mash of two ?

Looks like Athena or Veloce to me.

Last time I came across loose balls in a campag headset it was a 1970's pista, the balls were tine and difficult to pick up from the garage floor !!
