Butaprem = tubular cement?

hi,
i ordered six tubes of Tubasti alum rim cement from tne Velodrome shop (£2.49 ea still less than in USA), and they sent six tubes of Total Butaprem "uniwersalny klej wodoodporny" which sounds like universal cement. Is this stuff legit? Does it dry fast or slow? obviously not worth returning!

This stuff is used a lot repairing leather shoes as far as I’m aware & is not a specific Tubular Glue for tubular tyres but may do the job. I’d certainly be contacting the shop to ask before using any of this stuff……as you didn’t get what you ordered…
