Is it not more a case of lack of anticipation rather than blame?
I used to cycle hundreds of miles along the paths running alongside the River Cam when I lived in Cambridge, shared with all manner of sporty types, families, Ramblers, dog walkers, Pikey horses etc, and never even came close to taking an unwanted dip...
