It is to indicate that the frame is built to survive meltdown, and is blast proof, in the event of a nuclear attack.

There won't be a single fcuker left to ride it, but it will be rideable. Well almost, if it wasn't for the melted tyres!

Are you taking the piss, why would any of that be relevant to building a bike ? Might as well have a statement like "Paper round proof delivery system" harder than any shite that a 15 year old can throw at it!
