Quite a bit lower than that I'd say, particularly in view of the paint damage.

That's because it's a 1997 frame, not 96 - although it was probably built in 1996. The goat's head stamped on the dropout bears witness that it was built in the Mountain Goat factory in Chico.

Definitely a '97. Different dropouts, cable routing, head badge, top tube and down tube decals than '96.
